Moving Day: A Landlord's Turnover Checklist for September 1

If it feels like half of Massachusetts is renting a U-Haul this week, that's not a coincidence. September 1 has been the state's unofficial Moving Day for generations, and even with leases now scattered across the calendar, a huge share of Greater Boston rentals still turn over right around now. For landlords, that means back-to-back move-outs and move-ins, often on the same unit, sometimes on the same day.

Here's what to have locked down before the truck shows up.

Line up the walkthrough sequence

A same-day or next-day turnover leaves no room for a surprise. Schedule the outgoing tenant's move-out inspection first, then a cleaning and repair window, then the incoming tenant's move-in walkthrough. Build in a buffer if the unit needs paint, carpet cleaning, or repairs beyond normal wear and tear.

Get the statement of condition out on time

Massachusetts law requires a detailed statement of condition within 10 days of a new tenancy starting, and it has to include specific statutory language. Miss this and you lose leverage on any future deposit dispute, no matter how legitimate the damage claim is. Build the 10-day clock into your turnover checklist the moment a new lease is signed.

Document everything, both directions

Photos or video at move-out and move-in, dated and detailed, are your entire defense if a deposit dispute ends up in court. Massachusetts is a two-party consent state for recording, so say out loud that you're filming if a tenant is present. Keep the file for at least three years.

Confirm smoke and CO compliance before anyone gets a key

Many Massachusetts municipalities require a fire department inspection and certificate of compliance for smoke and CO detectors before a new occupant can move in. This gets missed constantly in a fast turnover because it feels like a formality. It isn't. Confirm requirements with the local fire department for each property, not just once per portfolio.

Don't declare a unit abandoned too fast

If an outgoing tenant is slow to fully clear out, resist the urge to change the locks or treat the unit as vacated without something in writing from them. Landlords have been held liable for months of rent over a premature abandonment call.

Get a signed receipt for keys, both ways

Simple, often skipped, and it closes off a whole category of later disputes.
